Add ChatController that proxies POST /api/chat to the local Responses API (localhost:8317/v1/responses) with SSE streaming. Client reads tokens via SetBrowserResponseStreamingEnabled and renders them incrementally. Includes thinking indicator, input disabled during streaming, and error handling.
